Summary

This report seeks approval to the attendance of Members at the Association of Police Authorities’ (APA) conference at Harrogate in November.

A. Recommendation

That approval be given to the attendance of five Members at the APA conference in November.

B. Supporting information

1. In May the Committee approved a process for agreeing Members’ attendance at conferences on behalf of the MPA. As part of this process, the Committee’s approval is required if the cost of the conference, including travel and accommodation expenses, exceeds £500 per delegate.

2. The annual conference of the Association of Police Authorities (APA) is to be held at Harrogate on 21 and 22 November. This is clearly a conference that is very relevant to the MPA and it is proposed to send five Members as delegates - Toby Harris, Nicholas Long, Cecile Lothian, Richard Sumray and Rachel Whittaker.

3. The Committee’s agreement is sought as the cost exceeds the £500 threshold. The cost per delegate inclusive of travel and accommodation expenses (for two nights) is £725. This is based on a first class train fare (£200). Second class travel would reduce the cost per delegate by £135. However, the MPA’s approved Members’ Allowances Scheme says that “if travelling by rail Members are entitled to travel first class”.
