Summary

This report outlines the possible costs of the Virdi Action Plan as agreed by the Authority.

A. Recommendation

  1. funding for the panel to hear any evidence that PS Virdi wishes to give be approved; and
  2. this Committee decide upon the merit of further funding for a supplementary report after evidence has been given and assessed.

B. Supporting information

1. In response to the recommendations of the Virdi Inquiry, at its meeting of February 2002, the Authority decided upon the actions it would take. The only potential cost is that arising from the commitment of the Chair to write to PS Virdi offering the opportunity of giving evidence to a reconstituted inquiry panel. This has been done and a response is awaited.

2. There are three possible options: Firstly, he may decide against doing so. Secondly, he may give evidence, which though relevant, does not add substantially to the findings and conclusions already published. Finally, the nature of his evidence may be such that the implications merit full and detailed consideration leading to further recommendations and the publication of a supplementary report.

3. No further costs will arise if evidence is not given. If evidence were given, the hearing and initial assessment would cost £3,300 (see Appendix 1) and if the need for a supplementary report were found, the cost of a supplementary report would amount to a further £46,200 (see Appendix 1).

Initial hearing and assessment costs

  1. 1 panel meeting (4 panel members @£400 each, 1 MPA member @ £200, 1 policy advisor @ £300) £2,100.
  2. 2 assessment days (1 MPA member @ £200, 1 policy advisor @ £300 = £500 per day). Cost £1,000
  3. Stenographer for 1 day £200

Total £3,300.

Supplementary report costs

  1. 2 panel meetings (4 panel members @£400 each, 1 MPA member @ £200, 1 policy advisor @ £300 = £2100 per day) Cost £4,200
  2. 20 days consolidating work (1 panel member £400, 1 MPA member, £200, 1 policy advisor @ £300 = £900 per day) Cost £18,000
  3. 6 days consultancy Beverley Thompson @ £400 per day; 6 days consultancy Sir Geoffrey Dear @ £400 per day. Cost £4,800
  4. Stenographer for 1 day £200
  5. Administrative support £5,000
  6. Printing and distribution £14,000

Total £46,200.
