Official MPA visit to Jamaica

Report: 03
Date: 11 June 2002
By: Clerk

Summary

The Chair of the Authority has been invited, together with the Commissioner, to visit Jamaica to discuss the ongoing co-operation between the MPS and the Jamaican police force. This report seeks approval for this visit.

A. Recommendation

That approval be given to the Chair of the Authority visiting Jamaica at the invitation of the Minister of National Security.

B. Supporting information

1. Mr Peter Phillips, the Jamaican Minister of National Security has written to the Commissioner inviting him and the Chair of the MPA to visit Jamaica. In doing so, he wrote: 'My recent visit to London proved very beneficial, thanks largely to the input from the officers in the Metropolitan Police Service. Our discussions served to reinforce the existing co-operation and set the stage for a more active collaboration between the United Kingdom and the Jamaican Security Forces in matters of law enforcement and in the fight against the illegal drug trade.'

2. As well as seeing what co-operation is already in place between the Jamaican police force and the MPS, the purpose of the visit will be to encourage the continued momentum of this initiative and to discuss what training and support might be offered to the Jamaican authorities to develop the force's greater accountability to the communities it serves.

3. The Chair and Commissioner will be in Jamaica for about two days.

C. Financial implications

Accommodation will be provided for the Chair in Jamaica. The cost of the flight will be approximately £2,000 – it is understood that the MPS will meet this cost.

D. Background papers

Letter from Jamaican Minister of National Security, dated 14 March 2002
