Summary

This reports seeks members’ initial views on the MPA calendar of meetings for its formal meetings for 2003/04.

A. Recommendations

  1. That the calendar of meetings for 2003/04 given at Appendix 1 to the report be presented to the full Authority meeting for approval; and
  2. subject to confirmation of the date for Greater London Assembly elections, the Authority review the proposed meeting dates for April, May and June 2004 as appropriate.

B. Supporting information

1. Each year members are asked to approve the calendar of meetings of the Authority and other committee meetings for the forthcoming year.

2. Members have previously agreed that Thursday afternoons should continue to be allocated for MPA meetings to minimise meeting clashes with the Greater London Authority (GLA) and other functional bodies. The draft calendar of dates of committee meetings for 2003/04, which is attached as Appendix 1, also tries to take account of members’ existing commitments and possible travelling difficulties on some of the proposed dates. Members have also previously agreed that where a Thursday was not available, meetings should, where possible, be programmed into the calendar for Mondays or Fridays.

3. The current arrangement for the Co-ordination and Policing Committee is for a formal meeting, followed by an informal lunchtime briefing, with the Committee meeting twice a month at the beginning and end of the month.

4. Officers have discussed the proposed calendar with colleagues at the GLA, other functional bodies, the MPS, current chairs of committees and senior officers within the MPA and any comments received have been incorporated into the proposed calendar.

5. There is an added complication this year due to the forthcoming GLA and local elections. The current date proposed for the elections is 6 May 2004, however, proposals have been put to the Home Office for the date of the election to be move to 10 June 2004 to run in conjunction with the European Parliamentary elections. A report will be presented to members in due course on the arrangements associated with appointment of members to the Authority and proposed arrangements leading up to and during this election period. It is therefore proposed that the calendar of meeting be approved, with further consideration being given by members to those meeting that fall during this period near that time.
