Summary
The Equal Opportunities and Diversity Board (EODB) at its meeting on 6 October considered a report concerning the setting up of a Domestic Violence Board. The EODB was in favour of establishing the Board. The matter is referred to the Co-ordination and Policing Committee in view of the corporate implications of establishing the new Board.
A. Recommendations
That
- Members agree that the MPA establishes a Domestic Violence Board to oversee MPS performance in relation to domestic violence; and
- invites further MPA members to join the Board .
B. Supporting information
1. At its meeting on 6 October the Equal Opportunities and Diversity Board received a report outlining the arrangements for a proposed MPA Domestic Violence Scrutiny Board. The report is attached as Appendix 1.
2. The Board welcomed the establishment of the scrutiny Board. and wished it well.
3. Details of the membership are set out in paragraphs 27 to 32. The proposal is that the Board be co-chaired by Cindy Butts and Baroness Helena Kennedy. At the EODB meeting Kirsten Hearn and Aneeta Prem also indicated that they would wish to take part in the work of the Board. More expressions of interest may be made at the Co-ordination and Policing Committee.
4. In view of the corporate implications of establishing the new Board it was agreed that the matter be referred to the Co-ordination and Policing Committee for final decision and so that it could be considered in the context of the overall scrutiny programme.
5. Since the EODB meeting of 6 October 2005, there have been a number of developments:
- The GLA and community groups have expressed both great interest and support for this Board and look forward to working with the MPA to address the issues of domestic violence in London.
- Members, whilst welcoming this proposal, are seeking to consider whether such a structure should be time-limited for initally three years (after the performance of all 32 boroughs had been examined) after which the Board’s existence would be reviewed.
- £5000 from R&DU budget has been identified to support the project in its first year. Additional funding streams are also being explored.

These are set out in the attached report.
D. Financial implications
These are set out in this covering report and in the attached report. However, it is predicated on continuing levels of staffing; should that be reduced, it will be necessary to revisit this as a priority against other competing priorities within the Race & Diversity Unit’s Delivery Plan.
