121. MPS Response to Guns, Gangs and Knives in London

(Agenda item 5)

Members received a report providing a brief overview of the current pan-London gangs profile, emerging issues, the MPS and Partnership response to gun, gang and knife criminality and proposed future developments. Particular detail was provided in relation to Operations Trident and Trafalgar.

The Chair noted that the MPA was not a stakeholder of the MPS and added that the report underplayed all the good work that was going on. The Assistant Commissioner, Specialist Crime Directorate, stated that MPS was concerned that youth gangs were following the USA model and becoming more organised and identifiable. He added that crime, including gun crime, was falling, however the public were, justifiably, concerned about group offending. This report only provided a brief overview of the issues arising and the work that was going on. It was not intended to be a strategy for dealing with gangs, but a precursor to the creation of a strategy.

Members acknowledged that good work was being done with young people by many agencies, but felt there was no holistic approach to their problems. They felt the financial implications in the report were incomplete. A member noted that Lambeth had been asked to contribute £25,000 to the Five Borough Project, he wanted assurance that the project would be subject to a thorough evidence based evaluation. Questions were asked about the statement that young immigrants were arriving in Britain from war torn countries with post-traumatic stress and having a disproportionate negative impact on their peer groups. Members were told that young immigrants from Sri Lanka and Somalia were particularly affected. Members asked about violence and shootings around nightclubs and were reminded of the MPS’s work with club doormen, Operation Blunt and the use of metal detecting arches.

The Chair requested that the Authority receive a further report on the subject. He requested that MPA officers draw up a programme for the specialist work alluded to in the discussion and suggested that members have private sessions on subjects such as witness protection, gangs and lessons that could be learnt from other countries.

Resolved – That

  1. the current MPS activity in tackling gun, gang and knife criminality be noted;
  2. the future MPS response to tackling gun, gang and knife criminality be noted;
  3. another report be received on tackling gun, gang and knife criminality in the future;
  4. MPA officers draw up programme for the specialist work alluded to in the discussion; and
  5. members have private sessions on related subjects.

122. Intelligence, covert policing & tasking programme

At the request of the MPA’s Met Modernisation Programme Oversight Group, a report was received on the progress of the Intelligence, Covert Policing and Tasking (ICPT) Programme. A member noted that there were no race and diversity implications in the report and asked about these in relation to covert policing. The member was informed that this was a matter for the officer in charge, not for the ICTP Programme.

Resolved – That the report be noted.

123. MPS partnerships and Local Area Agreements

This report provided an update to one presented to the full Authority in May 2006. It covered the work to date on developing a corporate stance in respect of Local Area Agreements in the wider context of a corporate partnership policy statement supported by Standard Operating Procedures. A draft of the proposed policy had been prepared and was now at the consultation stage. The report also contained an outcome summary of joint work carried out by partnership officers from the MPA and MPS.

Unfortunately some members had not received this report so it was agreed it should be resubmitted to the full Authority. The members who had read it felt it was an excellent and informative report. The Ch Superintendent, Safer Neighbourhoods, stated that Local Area Agreements and their implication for Crime and Disorder Reduction Partnerships (CDRPs) were changing, with new standards to be in place by April 2008. It was agreed that the report submitted to the full Authority, should include a further note on these changes.

Resolved – That the report, together with a note on CDRPs, be received by the full Authority.

124. MPA link member appointments – Tower Hamlets and Brent

This report asked the Committee to agree to two Borough Link Member appointments. The recently appointed member, Faith Boardman, was appointed link member for Tower Hamlets; which had been jointly covered by Reshard Auladin and Len Duvall. Reshard Auladin was appointed link member for Brent, which had been covered by the Deputy Chief Executive.

Resolved – That Reshard Auladin be appointed link member for Brent and Faith Boardman be appointed link member for Tower Hamlets.

126. Exclusion of press and public

A resolution was put to exclude the press and public from the meeting during remaining items on the agenda as it was likely to disclose exempt information as described in Schedule 12(a) of the Local Government Act 1972 (as amended).

Resolved - That the press and public be excluded from the meeting during discussion of the remaining items on the agenda.

Summary of exempt items

127. Recovery of policing costs for Heathrow and London city airports

(Agenda item 11)

Members received a report outlining the legal obligations of airport operators to reimburse police forces for the cost of airport policing. It provided further detail of the negotiations being conducted with operators at Heathrow and London City Airports. The agreements reached with Heathrow Airport for the financial year for 2005/06 and 2006/07 were endorsed, and the MPA and MPS would continue to pursue for the recovery of costs for London City Airport.
