Summary
This report is to update MPA CoP members on progress with the Intelligence, Covert Policing and Tasking (ICPT) Programme, at the request of the MPA Met Modernisation Programme Oversight Group in March.

Background
1. The ICPT Programme was commissioned post 6 June 2006, when Management Board made a series of decisions to address information and intelligence structures, covert policing standards and the processes to support corporate tasking across the MPS. The Board agreed that a programme would be established as part of the Met Modernisation Programme to implement the decisions.
2. ICPT Programme Vision:
‘…getting the right information, to the right people, at the right time’.
3. Delivered through:
- Seeing the whole picture – by providing an intelligence capability to bring together information to enable focus on priorities and risk.
- Shared information – by supporting where appropriate the sharing of information and intelligence across internal departments and with partners.
- Shared Good Practice – by providing shared standards for information, intelligence and overt policing work.
- Simpler Access – by simplifying the processes by which information and intelligence is accessed and shared.
ICPT Programme benefits
4. The ICPT Programme engaged projects and key stakeholders to identify the benefits for the ICPT programme.
These have been agreed and are shown at Appendix 1.
Each project has established or continues to work on the detail of their business change plan which outlines what needs to be implemented to deliver the benefits.
The ICPT Programme is now working with the Performance Directorate and the projects to baseline the current position and agree dates when release of benefits can be expected.
Programme Governance
5. The ICPT Programme is overseen by the Intelligence, Covert Policing and Tasking Steering Group, chaired by MPS Director of Intelligence AC House. ACPO/Command Team representatives from each business area attend the group to direct the implementation of both the Intelligence Strategy and the ICPT Programme. Dr Nina Cope chairs the ICPT Project Coordination Meeting, which oversee the day-to-day delivery of the programme of change. Each Project also operates a Project Board or Working Group. Dr Nina Cope chairs the Cobalt Square Project Board that currently meets bi-monthly.

Programme finance
7. Throughout 2006 the ICPT Programme had no established budget. A Business Case submitted by the ICPT Programme to the MPS Investment Board has ensured the Investment Board Fund is supporting 2007 business change activity. A Budget of £2.77M has been allocated to five projects and the programme office. A budget of £12M Capital has been allocated to deliver the Cobalt Square Phase Two Project. The ICPT Programme operates a finance reporting process developed by Strategic Finance. Monthly reports are provided to the Programme Manager.
