Summary

At the September meeting of the Equal Opportunities and Diversity Board a set of management information was agreed by members. A first draft of management information has been prepared for members’ comments. Some of the data is still under development, particularly fair practice management information, awaiting data from the MPS.

A. Recommendations

That

  1. members note the attached management information and any emerging trends; and
  2. members comment on the development of the contents and presentation of the management information.

B. Supporting information

Background

1. At the meeting of the Equal Opportunities and Diversity Board of 26 September 2002 the information regularly required by the Board to monitor equalities and diversity in the MPA and MPS was agreed.

2. The attached management information report at Appendix 1 includes as much information as possible from the requirements agreed by the board. Some data is still under development or awaiting data collection from the MPS. In particular, the fair practice information is awaiting development by the MPS.

3. The main trends to be noted from the attached report are:

  • An increase in percentage visible ethnic minority (VEM) police officers, but well below the target level set for 2002/3.
  • Under-representation of female and VEM officers in sergeant and above ranks, although this is improving gradually over time.
  • Under-representation of VEM civil staff in management grades, although again improving over the last year.
  • A low level of VEM officers recruited (9.4%) this financial year compared with the percentage of applications from VEM persons (19.6%).
  • An increase in stop and searches, particularly of VEM persons since January 2002.
  • A fall in the stop and search arrest rate.

4. Members are asked to consider if the contents and presentation of the attached management information report fits their requirements. Members may also wish to comment on areas where reports may be required from the MPS in future to explain data and trends identified in greater detail.

5. A more complete report is planned for the January meeting of the Board.
