Summary

An update to Members on a number of issues which had previously been considered by the Estates Sub-Committee, the Estates Sub Group and/or the Finance Planning and Best Value Committee (FPBV).

A. Recommendations

That Members note the position on current Estates issues.

B. Supporting information

1. Trenchard House: Tenders were received on 17 May 2002 as reported to FPBV for decision.

2. PFI South East London Police Stations: Progress on the construction of the three new police stations is generally ahead of schedule. The "topping out" of Sutton will be held on 12 June 2002.

3. C3i – building works: Works are progressing according to programme for vacation of Lambeth Block A by August 2002. Enabling works to the Hendon Car Park are in progress. Wates have been awarded the 2nd stage tender work at Bow. A meeting with the Forensic Science Service was held on 20 May to negotiate over rental adjustment at Lambeth.

4. Secure Tenancy Status: Proposed revision to legislation included in the Police Reform Bill. Royal Assent is anticipated to be January 2003. The first sale under the 'right to buy' provisions of the Housing Act, where a tenant has accumulated rights, is being progressed. Two requests from tenants eligible before 3 July 2002 have been approved. A further thirty-three written expressions of interest have been received.

5. Other Audit Reports: Internal Audit have commenced an audit of systems advice 'Security of MPS Carillion checks'.

6. 'Changing Habits' & Operation 'Cleansweep': A sum of £1m per year has been included in the capital works programme for 2002/03 and the following three years. PSD has established a helpline to assist Borough Command Units and Finance and Resource Managers.

7. Rochester Row: The Section 106 Agreement to be completed shortly as a precursor to contract exchange.

8. Hayes Private Finance Initiative: PSD has proposed an alternative location on the MPA estate using the existing Driving School Garage at Peel Centre, Hendon, The vehicles from the driving school would be relocated to the former workshop adjoining, but response to this proposal is awaited from the Directorate of Training & Development.

9. Spring Gardens, London SE1: An opportunity has arisen to relocate SO12 to a floor in this complex as sub-tenants to NCIS for three years. The space, (approx. 1000 sq. ms) assists in the decant of Tintagel House and is well sited operationally. A lease will be taken on the delegated authority to the Director of Property services.

12. Income generation: Opportunities for wider use of advertising hoardings at police buildings/sites are being progressed. A specialist agent has been appointed by tender to seek a company to undertake the development of opportunities for aerial sites on MPA buildings. It is expected that the process will require formal OJEC notice.

Any financial implications from the above items will be reported in full to the relevant committees at the appropriate time.
