Summary
The report outlines the requirements for the provision of consultancy services to the Directorate of Information under a framework agreement.
A. Recommendation
Members are asked to note the contents of this report and to approve the request for fresh formal tender action for a replacement contract in the linked exempt report.

Introduction
1. A replacement contract for the provision of consultancy services and temporary staff under a framework agreement to the Directorate of Information needs to be set in place to commence 1 November 2001. The Contract will be for three years with a possible extension of a further two years. The estimated value over the five year exceeds the Commissioner’s delegated authority and therefore requires approval by the MPA.
2. The Contract offers short and medium term access to specific skills, knowledge and experience in the specialist fields of programme and project management, IT infrastructure, C3i consultancy, management consultancy and information strategies/knowledge management consultants. The contract also covers the provision of telephonists in MPS call centres and other specialist personnel. The need for specialist personnel will be crucial to the delivery of the IS Strategy. The companies providing these services are in addition to those already supplied under S-CAT and through the Framework Arrangement for the Provision of Financial, Legal, Technical (Building and IT) and Human Resource Consultancy Services.
3. The MPS is unable to commit to any volume of work that may result from this arrangement and can give no guarantee that work will be required. Each requirement for services from this framework agreement will be subject to justification in a documented business case.
Formal tender process
4. As this replacement Contract has an estimated value above the EC threshold of £144,456 for the consultancy services requested, an advertisement is placed in the official journal requesting expressions of interest. The expressions of interest are sifted and tenders issued to qualified companies. Tenders when received are opened under normal purchasing rules and are split for separate commercial technical evaluations. The recommendation for award of Contract will be placed before the Committee in due course.
5. The Committee will be requested to consider the recommendation for award of Contract in due course.

Financial details of the contract for provision of consultancy services are contained in a separate ‘exempt’ report, to be considered in Part 2 of the Finance, Planning and Best Value Committee meeting.
