Members are asked to note the contents of this report and to approve the request for fresh formal tender action for a replacement contract in the linked exempt report.

Introduction

1. A replacement contract for the supply and delivery of male body armour needs to be set in place to commence 5 August 2001. The contract will be for three years with a possible extension of a further two years. A tender for female body armour is currently being evaluated and a contract will be let later in 2001 for three years, with a possible two year extension.

2. The requirement is for 22,000 sets of covert armour, with the option to wear overtly. Each set of armour will be supplied with five covers (a combination of both white covert covers and black overt covers). The decisions as to whether the armour should be worn covertly or overtly will be made under the Personal Protection Equipment (PPE) rules, at an operational level.

Formal tender process

4. As this replacement contract has an estimated value above the EC threshold of £144,456 for the provision of supplies, an advertisement is placed in the official journal requesting expressions of interest. The expressions of interest are sifted and tenders issued to about ten qualified companies. Tenders when received are opened under normal purchasing rules and split for separate technical and commercial evaluations. The recommendation for award of contract will be placed before the Committee in due course.

5. The Committee will be requested to consider the recommendation for award of contract in due course.

Financial details of the contracts for male and female body armour are contained in a separate ‘exempt’ report, to be considered in Part 2 of the Finance, Planning and Best Value Committee meeting.
