Summary

The Estate Strategy for the MPS is reviewed annually and published prior to the start of the new financial year. The content defines estate policies (which are mostly medium to long term) and the strategies in place to support the delivery of the policies.

The 2001/02 strategy reflects the current structure of the MPS and all the major initiatives. It also identifies policies and strategies, which will necessarily be reviewed in year because of current or planned changes.

The strategy has been endorsed by Resource Allocation Committee and Management Board of the MPS and submitted to the MPA Estates Sub-Group.

A. Recommendations

  1. Members are asked to endorse the updated Estate Strategy.
  2. Members are asked to note that in any long term programme, changing priorities and external influences can significantly affect expenditure allocated. To this end, MPS Property Services Department (PSD) has sought Management Board endorsement of the Strategy in parallel to that of the MPA.

B. Supporting information

1. The main points of the strategy are summarised at Appendix 1.

2. The MPS Estate Strategy has existed for in excess of ten years, being annually reviewed and updated by PSD and endorsed by Management Board.

3. Of necessity, most policies are medium to long term, in support of the MPS Policing Plan; Mission, Vision and Values; and the Operational Building Strategy. Policies are reviewed and updated to reflect current broad changes in requirements. The underlying strategies to deliver the policies are of a flexible nature. These, in turn, feed into the business plan for PSD.

C. Financial implications

No specific implications within the document, although funding for the individual elements of Estate Strategy requirements will be identified and budgeted for as they arise.
