Summary

This paper proposes a strategic framework for the procurement of goods and services by the MPS.

A. Recommendation

That Members approve the contents of the Procurement Strategy at Appendix 1.

B. Supporting information

1. Detailed procedures and responsibilities in relation to the letting of MPA contracts for goods and services are set out in MPA Standing Orders and Regulations and the MPS Purchasing Policies and E.C. Directives Manual. The Director of Procurement and Commercial Services is head of profession for the purchasing function within the MPS.

2. To supplement existing rules and procedures this paper provides a high level overview of procurement's aims and best practice in order to provide a strategic framework within which purchasing activity is conducted. This paper complements the MPS Environmental Strategy and will be supported by detailed purchasing procedures which are currently being revised.
