Summary

This report outlines the requirements for the provision of recruitment advertising and publicity media buying services.

A. Recommendation

Members are asked to note the contents of this report and to approve the request for fresh formal tender action for a replacement contract in the linked exempt report.

B. Supporting information

1. A replacement contract needs to be set in place for the provision of recruitment advertising services (design and media buying) for the Personnel Department and a media buying (only) service for the Department of Public Affairs. The requirement for the Personnel Department covers recruitment advertising for all police officer ranks and all civilian grades. The Department of Public Affairs requirement covers media buying for MPS publicity campaigns. The combined contract needs to be set in place to commence on the cessation of the current individual contracts, with a start date of 7 December 2001. The contract will be for three years with a possible extension of a further two years.

2. As this replacement contract has an estimated value over the EC threshold of £144,456 for the provision of services, an advertisement is placed in the official journal requesting expressions of interest. The expressions of interest are sifted and tenders issued to qualified companies. Tenders received are opened under formal purchasing rules and are split for separate commercial and technical evaluations. The recommendation for award of contract will be place before the committee in due course.

C. Financial implications

Financial details of the contract for the provision of recruitment advertising and publicity media buying services are contained in a separate 'exempt' report to be considered at this meeting.
