Summary

This report presents draft terms of reference for the second tranche of the Efficiency and Effectiveness Review, together with a draft programme for the competitive run.

A. Recommendations:

  1. members note the changed timetabling for the Tranche 1 reviews;
  2. that delegated authority be given to the Project Board to let the Tranche 2 review contracts within budgetary provision; and
  3. that the Committee consider appointing a member of this Committee to sit on the Appointment Panel for the Tranche 2 reviews.

B. Supporting information

Introduction

1. The Efficiency and Effectiveness Project Board met on 12 September, with Accenture in attendance. Following advice from Accenture and after discussion, stakeholders agreed that:

  • The income generation review would be moved towards the end of the Tranche 1 programme
  • The financial devolution review was assessed as being critical and was to be pulled forward
  • The overtime review would be accelerated, bringing forward the completion date (with an interim presentation to the Project Board on 24 October)
  • The forensics review start date would be brought forward as far as the acceleration of the overtime review allowed.

A chart setting out the revised timetabling for the Tranche 1 reviews (excluding property) is attached at Appendix 1.

2. The Project Board also agreed criteria for the quality review of Accenture's work to date, which will be assessed at the Board's meeting on 24 October. Additionally, programme management arrangements and the terms of reference for the Joint Working Team supporting the Project Board were agreed. It was noted that the Tranche 2 programme was to be presented to this Committee for approval.

Tranche 2 terms of reference

3. A programme summary and individual Terms of Reference for Tranche 2 are at Appendix 2. The proposed programme consists of inspection, civilianisation, uniformed management structures, IT benchmarking, sickness, property part 2, cost of failure/compensation claims, personnel and shift patterns.

4. It is proposed to use the MPS Framework Arrangement for the procurement process (excluding property part 2). The appointment of the Tranche 1 property review consultant is not expected until 29 October. The results of the Tranche 1 property tender submission may influence the content of Tranche 2 and it is proposed that a separate tendering exercise for Tranche 2 property be undertaken, commencing in mid November.

6. Member involvement at the Appointment Panel is again requested. Members are invited to nominate one Member to sit on the Appointment Panel.

Tranche 1 property review

7. Expressions of Interest for the Tranche 1 property review will be known by the time of the Committee meeting and the Treasurer will update the Committee on the degree of interest shown by the market.

C. Financial implications

1. Budget provision of £1 million has been made in the 2002-03 budget to fund the efficiency and effectiveness programme. Similar sums are to be provided in the following year to finance Tranches 3 of the review.
