Summary

The paper considers a range of options for production of the 2002/03 policing and performance plan and makes proposals for Members for appropriate formats.

A. Recommendations

Members are asked to agree that the 2002/03 Policing Plan is published in the following versions:

  1. A full version of plan on the Internet (option 2)
  2. A “plain paper” of the internet plan for distribution to public libraries and police stations [approx. 1500 copies] (option 3)
  3. An MPS intranet version, complemented with a 'Job special' for staff (options 4 and 6)
  4. A short colour summary of the plan for key partners (option 5)

B. Supporting information

1. There is a statutory obligation to provide an annual Policing Plan by 31 March 2002. The plan can be published electronically by that date with “plain paper” copies also made available in police stations and public libraries by this date.

2. Format options, costings and suggested readership levels for publication of the plan itself have been developed and are summarised in Appendix 1 (see Supporting material). Those that are recommended are highlighted and the remainder were considered but dismissed largely on the grounds of cost. A summary of the document will be made available in large print, audio and ten languages upon request.

3. The statutory requirement to publish a summary with a wide distribution base is being met through publication of a joint summary with other GLA bodies. Members considered a number of options relating to this GLA requirement at a previous meeting and agreed to contribute £130,000.

4. It should be noted that Department of Transport, Local Government and the Regions published a White Paper in December which contains a number of proposals for improving local government services. There are potential implications for the planning process and the matter will be returned to the committee as appropriate.

C. Financial implications

The cost of the recommendations is estimated at £30,000. The MPS holds the budget for production, printing and distribution of the plan on behalf of the MPA and can confirm the this money is available.
