Summary

This report seeks approval to enter into a contract for refurbishment and alteration works to Finchley Police Station and to install necessary technology equipment. The contract sum is within the overall sum shown with capital and revenue budgets. These budgets also include an allowance for technology works to be undertaken outside of the contract. The building is empty since it requires essential building works to make it habitable. It will provide a base for SO7 (Flying Squad) in North West London, a Front Office in Finchley for the Borough of Barnet and accommodation to house SO1(5) Trident North pro-active team. 

A decision is needed urgently. This is a matter which ordinarily would have been referred to the Estates Sub-Committee, but since the January meeting was cancelled the Finance, Planning and Best Value Committee is asked to make a decision.

A. Recommendations

Members are asked to approve acceptance of the recommended tender and authorise an overall cost for the refurbishment and alteration works to Finchley Police Station including an allowance for technology works.

B. Supporting information

1. A business case was produced by the three prospective building users, each of whom favoured the use of the refurbished Finchley Police Station.

2. The investment appraisal concluded that refurbishment and alteration works to the existing Finchley Police Station would provide the best value for money solution. The Finance and Best Value Committee accepted the recommendations on 19 July 2001 and approved an overall cost limit including an allowance for technology costs.

3. Consultants to the MPS Property Services Department have completed the design and specification and the scheme is ready to commence on site.

4. In accordance with procurement procedures, the following is in place:-

  • Confirmation from the users that the accommodation meets their requirements.
  • Confirmation received from the budget holder that funds are included within the planned capital works programme for 2002/03 and future years.
  • Satisfactory health and safety information has been provided by the tenderer.
  • Environmental issues have been addressed in the investment appraisal and appropriate conditions are included in the contract.
  • Diversity issues, including access, have been addressed and clauses concerning these are included.

C. Financial implications

The tender sum will mainly be expended over the contract period of one year (financial year 2002/03), with a small retention sum held over into a second year. The scheme has been given a high priority by the Territorial Policing Borough Group and is included in the building programme.
