Summary

This report updates progress made in the efficiency and effectiveness reviews. It presents the final summary reports by Accenture on the Income Generation, Supplies & Services, FMEs and Interpreters reviews, notes the meeting of the Steering Group, the Member workshop and the appointment of Accenture for the Tranche 2 reviews.

A. Recommendations

That Members note:

  1. the progress on the Efficiency and Effectiveness reviews;
  2. the recommendations made by Accenture;
  3. that a further report on FMEs will be submitted in due course;
  4. the discussion of the Steering Group, particularly the agreement to reconsider the third year of reviews; and
  5. the appointment of Accenture as consultants for the Tranche 2 reviews.

B. Supporting information

Introduction

1. The Efficiency and Effectiveness Project Board met on 14 March with Accenture in attendance. Accenture produced their draft final reports on FMES and interpreters, a draft executive summary for income generation and two interim reports on supplies and services and operational policing.

2. The Board also considered the implementation matrix for the overtime review (the final report was presented to FPBV Committee 17 January 2002 FPBV/02/13).

3. Progress on these and other Tranche 1 reviews is outlined below:

4. The report for FMEs (Appendix 3) does not include work Accenture undertook around potential changes to the structure and payment of fees to suppliers. This work, which is of a commercially sensitive and therefore confidential nature, has been submitted to the MPS which is considering how best to negotiate and reach agreement with its suppliers given the wider quality agenda, the need to sustain services and the importance of securing value for money. The outcome of these negotiations will be reported to Committee in due course.

Steering Group

5. A meeting of the Steering Group, comprising Chair MPA, Mayor and Commissioner was held on 20 March. Accenture gave a brief presentation of their findings to date. The Group considered a review of the implementation process and progress on reviews where implementation has already commenced and looked forward to Tranche 2. The Group also agreed to the re-evaluation of the proposed Tranche 3 programme to assess whether the funding for the final year should be used to support implementation of the previous years' reviews rather than funding further reviews.

Workshop

6. A workshop meeting was held on 18 March giving Members an opportunity to have a presentation of the work on Tranche 1 by Accenture and to question them on their findings.

Tranche 2

7. The Appointment Panel for Tranche 2 saw six firms on 12 and 14 March.

8. The shortlisted firms were:

  • PricewaterhouseCoopers
  • WS Atkins
  • Accenture
  • PA Consulting
  • Andersen
  • ODT

9. Some of the bids were based on Package A only – civilianisation, uniformed management structures, sickness, personnel and shift patterns – and some included Package B – inspection, IT, and cost of failure / compensation claims.

10. The panel decided to accept the tender of Accenture which submitted a bid covering both packages.

C. Financial implications

Budget provision of £1 million has been made in the 2002-03 budget to fund Tranche 2 of the efficiency and effectiveness programme. A similar sum is to be provided in the following year to finance Tranche 3 of the review.
