Procurement of mobile data equipment for C3i/Airwave

Summary

Approval is sought to place a Notice in the Official Journal of the European Commission (OJEC) inviting expressions of interest in the provision of mobile data terminal hardware in support of mobile services for C3i.

A. Recommendation

  1. Members are asked to note the contents of this paper.
  2. Members are asked to agree that an OJEC Notice be placed inviting expressions of interest in the provision of mobile data terminal hardware.

B. Supporting information

1. Mobile data is considered a key enabling technology to enable C3i to operate in the manner defined in the C3i Business Case presented to the Metropolitan Police Authority meeting held on 25 October 2001. The case for this service was included in the Airwave business case approved by the Metropolitan Police Committee in February 2000.

2. Mobile data will provide access to PNC, status messaging, text messaging, mapping, facilities for computer aided deployment and automatic vehicle location (AVL), and will be installed in 1150 marked vehicles.

3. It was originally planned to introduce mobile data services in parallel with the migration to C3i, using the Airwave service as the carrier. Evaluation of the trial of mobile data technology (MDT), however, has indicated that it may be necessary to introduce mobile data services earlier than planned to reduce significantly the risk of C3i service failure during the transition from current working methods.

4. It was planned to take delivery of mobile data equipment in the last quarter of 2003/04 financial year to satisfy the migration plans of C3i. Work is in progress to establish the feasibility of introducing mobile data services earlier than this. If the study concludes it is feasible to bring forward the implementation, a business case will be submitted to Finance Committee seeking approval to do so. In either case, the expenditure will fall within the 2003/04 financial year.

5. The estimated value of this contract is above the EC threshold for the provision of services and must be advertised in the Official Journal. This is a lengthy process and if, as anticipated, procurement is required in the early part of 2003/04, the notice must be published soon to meet planned timescales.

6. Subject to Finance Committee approval the OJEC notice and full tender activity will be undertaken by Procurement Services.
