Summary

Approval is sought to tender and award a contract for the refurbishment of the Croft Gymnasium (Gym), Peel Centre. It is proposed to provide additional office/classroom accommodation by rationalising the building layout and by extension of the building at Ground and Second floor levels to meet current and future increased CO11 - Officer Safety Unit- operational requirements.

Funding for this work is included within the "Medium Term Capital Programme 2002/03 - 2005/06" presented to and approved by the former Finance, Planning and Best Value Committee on 18 April 2002.

A. Recommendation

That approval to tender and award a building contract (as preferred Option C) be given with proviso that the tender is within the approved funding provision.

B. Supporting information

Background

1. Built late 1960's, there have been only minor remedial works and essential maintenance undertaken, culminating in the present out-dated and inefficient facility, suffering repetitive failure of the building services (heating and hot water) and fabric (spalling concrete/mosaic/plaster).

2. Since 1997, the gymnasium has been used by CO11 Officer Safety Unit (OSU) for the delivery of personal protection training to both police and recruits; training/development of OCU Officer Safety Trainers and delivery of other specified personal safety training courses. It is also used by numerous MPS Clubs/Societies and is available to individuals/groups by arrangement.

3. CO11 currently operate from several shared facilities within the Peel Centre. Redevelopment of the Croft building will bring all CO11 functions together in a single dedicated location.

4. In developing the brief to establish the accommodation requirements for the effective use of this building, and in response to the projected increase in Recruit and continual Officer Safety Training, CO11 has prepared a Business Plan which is contained in the linked exempt paper).

Options

5. Various options have been considered and are attached in the linked exempt report.

  • Option A - do nothing
  • Option B - do minimum to satisfy brief
  • Option C - total refurbishment and extension to Croft Gymnasium

6. To fully satisfy the current and future operational requirements of CO11 and to provide the necessary remedial works to the existing building fabric and services a full refurbishment and extension to the Croft Gymnasium is recommended. Details have been set out in the linked exempt report for consideration by members.

C. Equality and diversity implications

It is not seen that any advantage or disadvantage is afforded to any individual or group in respect to treatment or access within the proposed redevelopment. It is however an undertaking of the proposed works to further improve access within the building and to address current Disability Discrimination Act issues.

D. Financial implications

Funding for this work has been included within the "Medium Term Capital Programme 2002/03 - 2005/06" presented to and approved by the former Finance, Planning and Best Value Committee on 18 April 2002.
