Summary
This report explains the position in relation to the decision making process on the disposal of the Old Street premises.
A. Recommendation
- That the report be noted.
B. Supporting information
1. The Committee has on its agenda for the current meeting an item on the Old Street premises in relation to a bid for the premises from the Community Advice Project (CAP).
2. The MPS Director of Property Services is in a position to report to the Committee on the financial terms offered by CAP. However, CAP have asked for the opportunity to present information to both this committee and the Equal Opportunities and Diversity Board on the proposals for the Old Street premises. The Authority originally agreed to allow CAP the opportunity to develop a bid which achieved the District Valuer’s valuation, because there was recognition that, provided the Authority’s fiduciary duty was discharged, the project could also deliver valuable community benefits.
3. To enable the Finance Committee to take decisions with all the relevant information before it, the Clerk has therefore decided that the report should be put to the 16 January meeting of the committee. This will allow time for CAP to produce a report on their proposals and to make a presentation to the Equal Opportunities and Diversity Board. The Clerk has advised that it would not be appropriate for CAP to make an oral presentation to the Finance Committee but that this should be done by way of a written report, to be read alongside that of the Director of Property Services.
C. Equality and diversity implications
The CAP proposals contain significant implications. However, there are no implications connected with the deferral of this item to the January meeting.
