This report briefly updates members on progress in the Efficiency and Effectiveness programme.

Tranche 2
1. The Board met on 21 January and considered initial views on two possible reviews to be completed during the remainder of Tranche 2: public order abstractions and sharing of best practice. It was noted that a significant amount of the work around abstractions had been covered in other reviews e.g. overtime and income generation. It was agreed that Accenture should focus on scoping the ‘sharing of best practice and implementation of reviews ‘ project and present this to the next Board meeting.
Tranche 3
2. The Board considered a statement of intent prepared by the Treasurer on Managing Organisational Growth. The scope of the review was likely to be very significant and would possibly incorporate internal resource support as well as external consultancy. Following discussion, it was agreed that a modified paper should form the basis of a report to Co-ordination and Policing Committee, which would, amongst other issues, highlight the broad proposals for the governance of the project. Following the COP meeting (17 February 2003) it would be necessary to set up a structure to take the process forward.
C. Equality and diversity implications
None specifically identified although the successful implementation of many of Accenture’s recommendations, particularly in HR, requires the best principles in this field to be adopted.
D. Financial implications
1. Budget provision of £1 million has been made in the 2002-03 budget to fund Tranche 2 of the efficiency and effectiveness programme. A similar sum is to be provided in the following year to finance the Tranche 3 mix of reviews and resource support.
