Summary
This report provides information on a proposed five-year capital expenditure programme for 2004/05 to 2008/09. The programme is required for submission by the Metropolitan Police Authority (MPA) as part of its budget proposal to the Mayor and Greater London Authority. Summary information is provided on expected funding and on capital projects that fall to be funded from specific grants additional to the main capital programme. Confirmation of available funding through the local government settlement will be reported in detail to the MPA Finance Committee in January 2004.
A. Recommendation
The Committee is invited to:
- Approve the draft indicative medium term capital programme 2004/05 to 2008/09 as part of the overall budget submission to the Greater London Authority, subject to final approval of the MPA full Authority on 30 October (Appendix 1).
- Note that final approval of the detailed five-year capital programme 2004/05 to 2008/09 will be sought from the Committee in January 2004 following announcement of the local government finance settlement.

There is one appendix to this report: Appendix 1: Draft capital programme 2004/05 to 2008/09 including funding information to form part of the MPA Budget Submission to the Greater London Authority in November 2003.
1. The capital expenditure plan for 2004/05 to 2008/09 is attached at Appendix 1. It has been developed in accordance with budget guidance issued by the Mayor of London on 30 May 2003.
2. The five-year capital programme will be reviewed in the light of the 2004/05 capital settlement for police authorities in England and Wales. It is to be hoped that this will be announced by the Home Office in December 2003. The Finance Committee will be asked to give final approval to the capital programme 2004/05 to 2008/09 at its meeting in January 2004.
