Summary
The 2004/05 revenue budget draft submission will include a separate part 5 describing the Step Change Programme. The draft of this part is attached to this report for consideration by Members
A. Recommendation
- To endorse the executive summary of the Step Change Programme Business Case for Growth included in the draft Part 5 of the 2004/05 Budget Submission attached to this report.
- To consider the costs of the Step Change Programme in context of the overall draft budget for 2004/05.
B. Supporting information
Introduction
1. The Mayor’s guidance for the preparation of the 2004/05 budget requested separate consideration of the Step Change Programme (SCP), including costed options over three to five year periods.
2. In accordance with this guidance, the SCP has been included as a separate, stand-alone Part of the 2004/05 budget submission and this is attached to this report for consideration. However, the main 2004/05 budget report to this Committee does refer to the total cost of the SCP in 2004/05.
Part 5 contents
3. The draft Part 5 budget submission attached to this report consists of the following information:
- A description of the SCP, the governance arrangements approved by the MPA, and the process of formulating and approving the Business Case for Growth.
- An executive summary of the Business Case for Growth. This has previously been considered by the MPA Budget Group on 2 October and at a briefing for members of the Co-ordination and Policing Committee on 3 October 2003.
- Additional cost exemplifications requested by the SCP Steering Group when endorsing the Business Case for Growth.
C. Equality and diversity implications
The SCP is to have regard to the equal opportunity and diversity policies of the MPA and MPS at every stage
D. Financial implications
The costs of the SCP in 2003/04 will be contained within existing budgets including an allocation from the Efficiency and Effectiveness review programme funding. A key element of the SCP Business Case for Growth is the financial implications of future expansion in police numbers.
