Summary

This report invites the Committee to make several appointments.

A. Recommendation

That members agree to make the appointments in respect of the Deputy Chair of the Committee, the APA Finance Lobbying Group, the Budget Group and Police Overtime Review Group as detailed below.

B. Supporting information

Deputy Chair

1. At the Annual Meeting of the Authority on 8 July as there were no nominations for the post of Deputy Chair of the Finance Committee it was not possible to make an appointment and it was agreed that the Committee be asked to do this at its next meeting. Accordingly, the Committee is now asked to consider the appointment of a Deputy Chair.

Appointment to APA Finance Lobbying Group

2. At the Annual Meeting of the Authority on 8 July there were no nominations for the MPA representative on this outside organisation and it was agreed that the Finance Committee be asked to consider this appointment at its next meeting. Accordingly, the Committee is now asked to consider this appointment. (The previous representative was Rachel Whittaker).

MPA Budget Group

3. The budget group was established to look in detail at budget development and monitoring issues. It has met on a regular basis. Until June the membership was:

  • Graham Tope (Chair) (ex-officio as Chair of Finance Committee)
  • Reshard Auladin (ex officio as Deputy Chair of the Finance Committee
  • Eric Ollerenshaw
  • Richard Sumray

4. The Committee is asked to confirm that it wishes the budget group to continue, and if so to agree the membership and to make the necessary appointments.

Police Overtime Review

5. Earlier this year the Finance Committee established an inquiry into police overtime. The membership was agreed as -

  • Graham Tope (Chair) (ex-officio as Chair of Finance Committee)
  • Chair of HR Committee/MPA Police Negotiating Board representative
  • Reshard Auladin
  • A member of the GLA Conservative group (Eric Ollerenshaw was the previous member)
  • The Home Secretary’s representative on the new Authority

6. The Committee is asked to consider the membership and to make the necessary appointments.
