Progress report on personnel related HMIC recommendations

Summary
This paper provides a progress update on the outstanding recommendations contained in the four HMIC inspections previously reported to the MPA Human Resources Committee in September 2000, together with information about the personnel related recommendations in their more recent reports 'Calling Time on Crime' and 'Under the Microscope'.
A. Recommendation
That Members note the contents of this report.
B. Supporting information
1. Report 5 to the MPA Human Resources Committee meeting of 21 September 2000 provided updates on the implementation of the personnel recommendations contained in the following HMIC inspections:
- Police Integrity, HMIC National Thematic Inspection Report, June 1999
- MPS: Specialist Operations, HMIC Inspection Report 1999
- MPS: Community Safety and Partnerships, HMIC Inspection Report 1999
- Winning Consent Parts I and II, HMIC Thematic Inspection Report - January 2000
2. Appendices 1-4 to this report provide updates on the outstanding recommendations contained in those inspections. The recommendations that were shown as 'action complete' in the September update have now been deleted.
3. Three new National Thematic Inspection reports were published by HMIC in July 2000. These were:
- Calling Time on Crime
- On the Record
- Under the Microscope
4. 'Calling Time on Crime' and 'Under the Microscope' each contain one personnel related recommendation. These recommendations and the MPS response are shown in appendices 5 and 6 respectively. There are no personnel related recommendations in 'On the Record'.
5. The most recent HMIC Thematic Inspection report Winning Consent III, 'Embracing Diversity' was published on 18 January. The MPS has three months to respond and a corporate response is currently being formulated. Details of any personnel recommendations arising from the inspection will be provided in the next update to the MPA Human Resources Committee.
