B. Supporting information
1. The Police Negotiating Board (PNB) met on 8 February 2001. The main items of interest to the MPS are described below.
Senior MPS ranks' pay
2. Agreement was reached on new pay ranges for the Deputy Commissioner and Assistant Commissioners. The pay range for Deputy Assistant Commissioners was automatically revised because contractually they are entitled to 80 per cent of the pay of Assistant Commissioners.
3. The Home Office verbally approved the new ranges, which are effective from 1 September 2000. The Home Secretary's formal written confirmation of the new rates has yet to be received by the Authority.
4. For the Deputy Commissioner, a range of £124,439 to £133,743 was agreed.
5. For Assistant Commissioners the new range and spot rates are as set out in Report 15 to the MPA Human Resources Committee on 21 September 2000 i.e. range £105,780 - £118,413; spot rate (for common pay purposes in the MPS) £117,837.
6. The new rates will be paid with arrears in March salaries.
Pay of superintendents and chief superintendents
7. In anticipation of the reintroduction of the rank of chief superintendent later this year (it is contained within the Police and Criminal Justice Bill currently going through Parliament), the Superintendents' Association had put forward a claim for new pay ranges for the two ranks.
8. Agreement was reached at PNB on new pay ranges, subject, and to take effect from the date the chief superintendent rank is reintroduced. The proposed new ranges are not radically different from those applicable to ranges 1 and 2 superintendents and are shown at Appendix 1.
London pay lead anomalies
9. PNB agreed to the proposals to deal with anomalies for a limited number of pre- Sheehy officers arising from last year's London pay lead award to post-Sheehy officers. Anomalies affecting pre-Sheehy officers on half rate rent or housing allowance had been identified at the time of the award; these anomalies had resulted in some officers receiving less in rent or housing allowance than post-Sheehy officers were to receive through the London pay lead. It was agreed the "anomalies" officers (of which there are approximately 3,100) would each receive £1,000 per annum so long as they were on half rate rent or housing allowance.
10. Formal authority from the Home Secretary is still awaited.
Allowance for boundary police services
11. PNB reached agreement to pay an allowance of £2,000 to post-Sheehy officers in Essex, Hertfordshire, Kent, Surrey and Thames Valley and £1,000 to those in Bedfordshire, Hampshire and Sussex in order to stem the potential flow from these Forces to the MPS in the light of the £6,000 London pay lead. The boundary allowances will take effect from 1 April 2001.
12. It is too early to say whether the allowance will have an impact on the number of officers transferring between those Forces and the MPS.
