Summary

Accenture’s final reports on HR and Inspection are presented for members’ attention, together with Responses from the MPS on Accenture’s recommendations.

That members receive and agree Accenture’s final reports on HR and Inspection.

Accenture’s final reports on HR and inspection

1. The Board received final reports from Accenture on HR and inspection. Summary versions of the reports are attached at Appendix 1. The MPS’ response to Accenture’s recommendations is also attached at Appendix 1. Full copies of both final reports have been placed in the Members Room. The Finance Committee received and agreed the reports at its meeting on 16 January 2003.

C. Equality and diversity implications

The successful implementation of many of Accenture’s recommendations, particularly in HR, requires the best principles in this field to be adopted.

D. Financial implications

Budget provision of £1 million has been made in the 2002-03 budget to fund Tranche 2 of the efficiency and effectiveness programme. A similar sum is to be provided in the following year to finance the Tranche 3 mix of reviews and resource support.

Appendix 1: Efficiency and effectiveness review programme

Summary

This report updates progress made in determining the revised Tranche 2 programme and proposals for Tranche 3. Accenture’s final reports on HR and Inspection are presented for members’ attention.

A. Recommendations

That members

  1. note the progress on the Efficiency and Effectiveness review programme; and
  2. agree Accenture’s final reports on HR and Inspection

B. Supporting information

Tranche 2.

1. The Board met on 10 December and considered options to bring forward two reviews for incorporation in Tranche 2, following the deferral of the reviews on management structures, sickness and compensation. The Board agreed that Accenture would be asked to undertake reviews on Sharing of Best Practice, implementation of reviews and Risk Assessments and Abstractions. The final terms of reference will be subject to approval by the Board and will be reported to the next meeting of this committee.

Tranche 3.

2. The Board also agreed the following programme proposals at its meeting:

Review Comment
Management of Organisational Growth Need for further scoping work. Strong possibility that this will be a major review in its own right and may require a separate Project Board.
Corporate Centre Review agreed, but outcomes to be focused on increasing operational officer numbers.
Fine Collection and Processing Review deleted, although there may be a need for internal review.
Knowledge Management Review postponed because of project load on IT Department.
Use of IT by Operational Managers Review postponed because of project load on IT Department.
Property General support for 12 month contract for an implementation manager, though report back to Board required on deliverables and mechanism for ensuring independence. £100,000 reserved.
Procurement Agreed, in principle, similar approach to that shown for Property above. £100,000 reserved.
Community Safety (Partnerships) Need further clarity on what the deliverables will be from this review. Potential overlap with the Government Office for London and need to ensure fit with CDRP scrutiny.

3. The Board received final reports from Accenture on HR and Inspection. Summary versions of the reports are attached at Appendices 1 and 2 respectively. Full copies of both final reports have been placed in the Members Room. Both reports will be presented to the next meeting of the Human Resources Committee. The MPS’ responses to Accenture’s recommendations are attached at Appendices 3 and 4.
