Summary

This report sets out the improvement plan as recommended by the Project Board from the final report of the Best Value Review of Training (BVR(T)). It outlines financial implications and key actions to implement the recommendations to achieve the realisation of intended benefits. Members are invited to endorse the executive summary and improvement plan and approve the arrangements for implementation.

A. Recommendation

  1. Members endorse the recommendations as set out in the executive summary of the full report given at Appendix 1; and
  2. approve the improvement plan as set out in Appendix 2 subject to the necessary resources being available.

B. Supporting information

1. The BVR(T) presented the final report to Project Board on 6 January 2003. The recommendations contained in the report together with a draft improvement plan were accepted and approved.

2. The implementation of the identified improvements will be the responsibility of Human Resource (HR), but specifically with the Directorate of Training and Development.

3. Appendix 1 consists of the executive summary from the final report and Appendix 2 is the improvement plan that identifies anticipated benefits, costs and savings. It also outlines targets for each recommendation in improved performance measures, together with proposed timescales.

C. Equality and diversity implications

A key focus of the review has been to seek equality of opportunity for all MPS staff, specifically support staff in accessing training.

D. Financial implications

It is intended that each of the initiatives within this report, if agreed will either be contained within existing resources and budgetary allocations for future years or will be the subject of separate reports setting out specific financial implications and additional requirements.
