Summary

The Metropolitan Police Authority (MPA) set up the Morris Inquiry to investigate the handling of internal investigations, complaints and grievances involving staff following a number of high-profile cases within the Metropolitan Police Service. The inquiry’s report was published on 14 December 2004 and the full Authority considered the report and its recommendations on 24 February 2005.

A. Recommendation

That members note the decisions taken by the full Authority in respect of the recommendations of the Morris Inquiry and consider what action HRC needs to take.

B. Supporting information

Background

1. The MPA set up the Morris Inquiry to investigate the handling of internal investigations, complaints and grievances involving staff following a number of high-profile cases within the Metropolitan Police Service (MPS). The inquiry’s report was published on 14 December 2004 and the full Authority considered the report and its recommendations on 24 February 2005.

2. The Morris Inquiry recommendations are one of a number of reports that will have an impact on professional standards, equality and diversity and human resources activities. Other reports which will also need to be considered include:

  • the police reform proposals in the White Paper
  • the current Commission for Racial Equality (CRE) investigation into the police service that is due to report in March 2005; and
  • the report by Bill Taylor into police professional standards issues who is due to report in February/March 2005.

3. The report identified eight main areas for its recommendations, namely:

  • enhancing the office of constable
  • people issues
  • managing difference
  • governance, accountability and scrutiny
  • the Directorate of Professional Standards
  • capacity to deliver
  • building capacity
  • lessons for the future

4. In the light of the report to be considered by full Authority, the Human Resources Committee will wish to consider what action it takes in respect of the recommendations for which it is responsible.

There are significant implications arising from implementation of the recommendations of the Morris Inquiry, but these will be clearer following the full Authority meeting on 24 February 2005.
