Summary

This report gives a summary of Specialist Crime Directorate and Specialist Operations Department performance against their key objectives from April to May 2003.

A. Recommendations

That the Committee notes the report.

B. Supporting information

1. This report provides management information on Specialist Crime Directorate (Appendix 1) and Specialist Operations Directorate (Appendix 2). It has been agreed to provide separate reports for each.

2. The report gives brief commentary on performance against the objectives. It comments on the performance data provided and any difficulties in achieving the agreed targets.

3. Apart from reporting performance separately there are some changes to the format and content in Specialist Crime Directorate’s report. This is now divided into MPA Objectives, the Enabling Objectives, Assistant Commissioner Specialist Crime Priorities, the Strategies and Projects where Specialist Crime Directorate is the acknowledged lead and finally a resources overview. This report is presented to the MPS’s Performance Review Committee and will form the basis of Specialist Crime’s Monthly Management Report .

4. Specialist Operations intend to carry out a comprehensive review of its Management Information later this year. It is anticipated that whilst the current format will remain in place for the next few months, subsequent reports may well be of a different format and style.

5. There was a requirement to suggest a topic or unit for in-depth consideration at the next presentation of this information to the Planning, Performance and Review Committee. For Specialist Crime the topic was Gun Crime and Specialist Operations the Force Firearm Unit. Both submissions have been deferred until September’s meeting at the request of the committee’s secretary.

C. Equality and diversity implications

The monitoring of specialist units will cover many crime types affecting particular sections of London’s communities. Monitoring of these units will hence provide a more complete picture of crime across London and assist in equality in performance monitoring. In producing in-depth reports on specialist units and functions, the MPS will be asked to specifically address any equalities and diversity issues.

D. Financial implications

All of the performance information contained in this report is already produced regularly by the MPS hence this information should be provided at no extra financial cost, although there will be extra report writing time for the specialist units
