Summary
This report gives a summary of Specialist Operations Command performance against its objectives from December 2004 to January 2005. The performance figures are attached at Appendix 1.
A. Recommendations
That the report be noted.
B. Supporting information
1. This report provides management information on the Metropolitan Police Service (MPS) Specialist Operations Command.
2. The report gives brief commentary on performance against the MPS objectives. It comments on the performance data provided and any difficulties in achieving the targets.
3. Specialist Operations Counter Terrorism performance measures continue to be reviewed and improved to support the MPS mission of making London the safest capital city in the world.
4. Changes to the 2004/5 Counting Rules have been applied to resolve anomalies and more appropriately reflect the work of Specialist Operations:
- SO4 - Method Index - accept and undertake suitable search requests within two working days 80% of the time. Adhoc/speculative searches are no longer included. The figures now reflect the completed searches undertaken by the department at the specific request of police officers to assist the detection of crime.
- SO16 - Mobile response to Embassy Warning System activations - to missions and government buildings and people at risk within 6 minutes, 90% of the time. This now counted on an alarm activated basis rather than a response dispatched basis.
- SO16 – To provide armed protection for ceremonial and State events 85% of the occasions requested. Only large scale events are now included in this performance indicator.
- SO17 - All perimeter alarm activations are attended within three minutes, 80% of the time. All perimeter alarm activations now require a Security Guard or Police Officer to respond and attend the scene. Previously, a response was only required where ‘where innocent cause could not be immediately established’.
C. Race and equality impact
There are no specific race and equality items addressed. The performance indicators within this report and their data content are arrived at with a regard to delivering Specialist Operations policing services - in co-operation with the other Commands within the MPS, the greater policing family and other organisations - as appropriate, to the people who live and work in London. This report should fully comply with equal opportunities policies and associated MPA/MPS Diversity policies.
D. Financial implications
There are minimal financial implications as all of the data featured in this report is already produced regularly by the MPS.
