Summary

The Specialist Operations management information attached at Appendix 1 gives a summary of Specialist Operations (SO) Command performance against its objectives from April 2005 to July 2005.

A. Recommendation

That members note the report.

B. Supporting information

1. This report provides management information on the Metropolitan Police Service (MPS) Specialist Operations Command and gives a brief commentary on performance against the MPS objectives. It comments on the performance data provided and any difficulties in achieving the targets.

2. Specialist Operations Counter Terrorism performance measures continue to be reviewed and improved to support the MPS mission of making London the safest major city in the world.

3. The four terrorist attacks of 7 July 2005, together with the further attempted terrorist crimes of 21 July 2005, led to the full engagement of all elements of Specialist Operations Command in both the response and subsequent investigations. It must be recognised that the nature of these events required the extensive use of non SO expertise and resources.

4. The Performance Report demonstrates that Specialist Operations was able to maintain its capability of ensuring security at key sites whilst particular units, within Specialist Operations, experienced workloads and demands not previously seen. The MPS response to these events (Operation Theseus) will continue to have an effect on the activities of SO for the forseeable future.

C. Race and equality impact

In the reporting year 2005/6 Specialist Operations Command has introduced a performance monitoring tool aimed at measuring the use of Stop and Search Powers granted by Section 44 (1) and Section 44(2) of the Terrorist Act 2000 as well as Stops under Section 60 of the Criminal Justice and Public Order Act 1994. This measure is aimed at demonstrating the use of these powers in relation to the ethnicity of those stopped and arrested.

D. Financial implications

SO collects performance data on a regular basis, however, additional effort is expended on the qualitative and quantitative analysis of performance measures included in this report. In relation the Financial and Resource implications of events during the reporting period the MPS is, as part of the budget cycle, assessing the need for changes to budget requirements. Further, the MPS is currently seeking further funding from the Home Office in relation to Counter Terrorist and Security Protection. The outcome of this bid is likely to be known in the autumn 2005.
