Policing London Strategy and plan update

Summary
This report updates PPRC members on the publication of the Policing London Strategy and Annual Policing Plan, the latest position on the PPAF Local Domain, reducing crime in the most challenging wards and provides an update on the development activity on the planning process timetable for 2007/08.

Introduction
1. The Policing London Strategy 2006-09 and Annual Policing Plan 2006/07, agreed by the MPA Full Authority in February, was published on the 31 March. The Policing London Strategy has set the direction, strategies and priorities for the MPS for the next three years. The priorities are:
- Safety in Neighbourhoods
- Counter Terrorism, Security & Protection
- Criminal Networks
- Capital City Policing
- Information Quality
- Citizen Focus
- Together
2. The Annual Policing Plan 2006/07 will form part of the 1-year delivery mechanism of the 3-year Corporate Strategy. Other elements of the delivery mechanism will be included as part of the Met Modernisation Programme (MMP).
Debrief of the planning process
3. The planning process for 2006/07 ended on the 31 March, and a debrief of the planning process will be arranged for week commencing 1st May. This is later than previously planned due to annual leave commitments of key participants over Easter. All stakeholders will be invited to attend, feedback will be separately sought from PPRC members and the outcomes of the debrief will be presented to the PPRC meeting in June.
4. The debrief will cover a number of issues, some of which will be new as a result of the new integrated planning process adopted this year. It will also seek to provide improvements to some long standing issues such as the strain placed on those involved with planning towards the end of the financial year.
Local domain
5. The seven domains in the Policing Performance Assessment Framework (PPAF) provide a common basis of assessment for all police forces. This year, the ‘local’ domain will allow forces to set indicators in conjunction with the police authority to recognise performance in areas not covered by Statutory Performance Indicators (SPIs) or baseline assessments by Her Majesty’s Inspectorate of Constabularies. The indicators will be aggregated to give a domain score in the same way as for the other PPAF domains. The local domain indicators must:
- Be an outcome measure
- Not duplicate an existing SPI or Public Service Agreement
- Cover a local priority area
- Be graded on the Poor/Fair/Good/Excellent scale. A poor grade would represent worse performance than the previous year.
6. The local domain is currently being developed and will be published on the Metropolitan Police Authority and Metropolitan Police Service websites as soon as the content has been agreed. The deadline for publishing is June 2006, and the local domain will be presented to the PPRC meeting in June for members’ approval. It is currently proposed that the local domain will include:
- The number of criminal networks disrupted (Stretch target of 100), and
- A reduction in the number of calls made by the public concerning anti-social behaviour.
7. The number of calls made regarding anti-social behaviour will be baselined during 2006/07 due to changes in recording made by the National Standards for Incident Reporting. The baseline will enable targets and grade boundaries to be set in subsequent years.
8. Work is currently underway to set the grade boundaries between poor, fair, good and excellent for disrupting Criminal Networks as set out in the guidance issued by the Association of Police Authorities. As outlined in the Annual Policing Plan 2006/07, work is underway to determine a high-level measure for Counter Terrorism. This will not be available for inclusion this year, but could form part of the Local Domain for 2007/08.
Reducing crime in the most challenging neighbourhoods
9. This work is ongoing and is still in the preliminary stages. The development of this will inform part of the work of the new Violent Crime Directorate. An updated progress paper will be submitted to the PPRC meeting in June.
Review of the financial planning framework and the 2007/08 Planning Timetable
10. A review of the current financial planning framework is currently being undertaken by the Directorate of Resources to ensure better alignment with the corporate planning process. The overall vision is for an integrated strategic and financial planning framework to ensure that business needs drive financial planning. The MMP is currently evaluating the most appropriate time to conduct the yearly review of the Policing London Corporate Strategy, and in conjunction with the financial planning framework review will be key in determining dates for the planning process for the forthcoming year.
11. It is likely that, in agreement with the MPA, the planning timetable will be brought forward considerably with consideration given to priorities for 2007/08 during late spring. It is envisaged that the Policing London Strategy and Annual Policing Plan 2007/08 will be presented to the MPA Full Authority meeting in February 2007, with the developmental stages being submitted to PPRC meetings for members’ feedback.
12. Liaison continues with the MPA Head of Planning regarding this, and the planning timetable for 2006/07 will be submitted for members’ agreement in June.
