Summary
This report outlines proposals for monitoring progress towards 2002/3 targets. A proposed format for the 2002/3 corporate level report will be taken to PRC in April 2002 and circulated to Professional Standards and Performance Monitoring (PSPM) Committee members for comments. No substantive changes are proposed to the performance monitoring regime.

B. Supporting information
1. This report outlines how progress towards 2002/3 objectives will be monitored by the MPS and MPA.
2. There are four main priority areas:
- To increase the security of the capital against terrorism;
- To create safer communities for Londoners;
- To improve the police response to vulnerable victims; and
- To tackle youth offending.
3. For each of these priorities, all units in the MPS have submitted the activities that they will carry out either as direct operational deliverers, or in support. These submissions are being collated in order that progress of enabling activity can be monitored to allow a better understanding of why targets are, or are not, being achieved. This information will be presented both in analysis of performance against particular targets, and as part of PRC's developing monitoring of business group performance.
4. In addition, there are a number of 'corporate health' best value targets against which progress must be monitored. These targets include the establishment strength, sickness levels, and spends against budget.
5. Within the MPS, Performance Review Committee will retain its role whereby it monitors performance against targets on behalf of Management Board, and reports actions agreed and performance highlights to Management Board. Actions agreed will then be delegated to individual PRC members to deliver through appropriate committees.
6. The Performance Report, together with a covering note highlighting issues of concern and actions agreed by PRC will then be forwarded for discussion at MPS PSPM Committees. The MPA Senior Analyst will ensure that key issues highlighted in the Performance Report are passed to other MPA committees as appropriate.
7. The performance summary sheet is presently being revised through PRC. A more graphical format is suggested. Other performance reports including a borough breakdown of performance and a full listing of all performance indicators and targets will continue to be made available to members through the Senior Analyst.
8. On a quarterly basis, the estimated impact of the introduction of National Crime Recording Standards (NCRS) will be revised as discussed in the separate paper on NCRS. If necessary, targets will be recalculated and this will be reflected in performance reporting. The first revised NCRS estimate will be presented to July PRC.
9. It can be seen from the above summary that no substantive changes to the performance-monitoring regime are proposed.
