Summary

This report introduces the report from Her Majesty's Inspectorate of Constabulary (HMIC) following an inspection of the best value review of complaints and discipline.

A. Recommendation

That members note the report from HMIC and the steps taken to meet the recommendation made.

B. Supporting information

1. Members will be aware that HMIC has a duty to inspect completed best value reviews. HMIC inspected the best value review of complaints and discipline in December 2001 but postponed final preparation of their formal report until members approved the MPS' proposed implementation plan.

2. PSPM Committee considered and approved the implementation plan at the meeting on 14 February 2002 (report 4) and a progress report is also being considered at this meeting (report 14). HMIC subsequently finalised their inspection report and a copy is attached at Appendix 1 (see Supporting material).

Summary of HMIC report

3. HMIC conducted a 'limited' inspection on the basis that the best value review of complaints and discipline was an MPS pilot effectively complete before the MPA was established. HMIC therefore concentrated on the outcome of the review and concluded there were 'many positive outcomes' (Appendix 1, para 1.4). The service delivered was graded as 'good' and the prospects for improvement are regarded as 'excellent' (Appendix 1, para 1.4). HMIC has decided there are no reasons to conduct a follow-up inspection and will monitor performance as part of the normal inspection regime.

4. HMIC made one recommendation to the effect that a template for improvement plans needed to be developed and agreed (Appendix 1, para 2.1). This work has progressed and a template is in the final stages of preparation (to be used for best value reviews producing final reports in 2002/03 onward).

5. HMIC offered to make a formal presentation to members in line with agreed protocols. However, following discussion with the chair of PSPM Committee it was agreed that this protocol should be waived given:

  • the limited degree of member involvement in the review;
  • the fact that only a 'light touch' inspection was carried out;
  • HMIC's overall conclusions and recommendations;
  • HMIC's view that no follow-up inspection was required.
