MPA Chair to deliver keynote speech in New York on police accountability

Chair of the Metropolitan Police Authority, Toby Harris, has accepted an invitation to deliver a keynote speech on police accountability in a democratic society to an audience of law enforcement professionals, students and academics at the world-renowned John Jay College of Criminal Justice in New York on Wednesday 12 September.

While in New York he will meet Mayor Rudolph Guiliani, Police Commissioner Bernard Kerik and precinct captains, and visit the New York Transit Police Department.

He will also visit Philadelphia to see the COMPSTAT crime analysis and police management process in operation and discuss its merits with Police Commissioner John Timoney.

Commissioner Timoney, former First Deputy Commissioner of the New York Police Department, was largely responsible for developing COMPSTAT in New York, where it plays an important role in reducing crime in that city.

Toby Harris said:

‘I welcome this opportunity to address an audience with such an in-depth knowledge of policing and law-enforcement issues and practices, at the internationally acclaimed John Jay College of Criminal Justice.

‘I am also pleased to be able to discuss key issues affecting law enforcement within a major city environment with Mayor Guiliani and Commissioner Kerik, who have extensive experience of policing one of the world’s premier cities, with many similar problems to those faced by us in London, such as gun and gang crime, drugs, diversity, and recruitment and retention.

‘Visiting COMPSTAT in Philadelphia will enable me to bring back best practice ideas, which I will discuss with the Commissioner and his senior management team to see how we could successfully use innovative methods of law enforcement and crime detection to improve our own performance here in London.’

Due to the tragic events in America on Tuesday 11 September 2001 the above schedule was cancelled
