Metropolitan Police Authority - Full Authority meeting

The Metropolitan Police Authority will meet on Thursday 31 October at 10.00a.m. in Meeting Room 1 (ground floor), 10 Dean Farrar Street, SW1. The meeting is open to members of the public and press.

This month the MPA will be discussing the 2003/2004 draft budget submission.

The MPA has to submit its draft budget for 2003/2004 by 15 November 2002, in accordance with the timetable set by the Mayor, The Finance Committee has already considered the draft submission and this will be presented to the Full Authority, incorporating the Finance Committee’s recommendations. Following discussions by the Authority, there will be an opportunity for further fine tuning by the Finance Committee on 14 November, before the final submission.

However, the draft budget will need to be reviewed in the light of the grant settlement for 2003/4, although this may not be announced until the beginning of December. Any implications arising from this will be discussed at a full Authority meeting on 10 December. The Mayor will then formally consult on the consolidated budget before presenting his draft proposals to the London Assembly.

Members will also look at Civil Staff support on Boroughs, following the lifting, in May 2002 , of the moratorium on civil staff recruitment first introduced in November 2001. Toby Harris, Chair of the MPA said:

“The ad hoc nature in civil staff reductions during that time meant that no specific functions were targeted and therefore the impact of the moratorium was felt across a variety of posts. One significant consequence of this approach was an increase in police officers taking on roles that were previously filled by civilians. Obviously this is not welcome as our aim is to put officers on London’s streets to fight crime. As police numbers continue to increase we must make sure that civil support staff levels are adequately maintained.”

Other issues to be discussed at the full Authority include Policing Priorities for 2003/2004 and matters arising from the Equal Opportunities and Diversity Board.

The Commissioner Sir John Stevens will give an update on operational policing issues in London and Toby Harris, Chair of the MPA, Catherine Crawford, Clerk to the MPA and Members will give updates on Authority matters. A member of the public will also put a question to the Authority in accordance with the Authority's Standing Orders.
