Windsor intruder: statement by Toby Harris, Chair of the Metropolitan Police Authority

45/03
23 June 2003

The potentially disastrous breakdown in security measures at Windsor Castle on Saturday evening is quite simply inexcusable.

That someone could breach all of the security measures put in place to protect the Royal Family frankly beggars belief.

I therefore welcome the Met’s swift response in setting up an independent inquiry, led by Commander Frank Armstrong of the City of London Police, which will review all of the security arrangements for the Windsor event and make recommendations. The MPA will take a leading role in ensuring that these are implemented without delay and that the lessons learned will never be forgotten.

In the meantime, and not wishing to prejudge the outcome of the inquiry, I have asked Commissioner Sir John Stevens for his personal assurance that comprehensive interim security measures have been put in place to ensure that there can be no repeat of this failure.
