Metropolitan Police Authority - June meeting and Annual General Meeting

The Metropolitan Police Authority will meet on Thursday 26 June at 10.00am, followed by the MPA Annual General Meeting, in Meeting Room 1 (ground floor), 10 Dean Farrar Street, SW1. Both meetings are open to members of the public and press.

Following the breakdown in security measures at Windsor Castle on Saturday 21 June, Toby Harris, Chair of the MPA, will be requesting firm assurance from Commissioner Sir John Stevens that comprehensive interim security measures are in place to ensure that that there can be no repeat of this failure.

He said:

“That someone could breach all the security measures put in place to protect the Royal Family beggars belief. I have therefore welcomed the Met’s swift response in setting up an independent inquiry, led by Commander Frank Armstrong of the City of London Police, which will review all the security arrangements for the Windsor event and make recommendations. The MPA will take a lead role in ensuring these are implemented without delay and lessons learnt will not be forgotten.”

Members will also be discussing the Resource Allocation Formula, by which each borough in London is allocated a number of officers, following a motion put forward by Anthony Arbour, link member for Richmond Upon Thames:

‘That the MPA revise the Resource Allocation Formula to better reflect the monetary contribution each borough makes to the MPA budget’

Richard Barnes, Deputy Chair of the MPA and link member for Hillingdon has indicated he will second this motion.

Plans for the appointment process for MPA Independent members in 2004 will be reviewed, specifically to agree the basis and membership of the appointment panel. The government has now confirmed that the GLA elections will be held on 10 June 2004. All three elements of the MPA membership – GLA Assembly members, Magistrate members and Independent members will be subject to electoral or appointment processes.

The Commissioner, Sir John Stevens, will give an update on operational policing issues in London and Toby Harris, Chair of the MPA, Catherine Crawford, Clerk to the Authority, and members will give updates on Authority matters.

Following the Full Authority meeting, the MPA will hold its AGM when Members will elect the Chair and two Deputy Chairs of the Authority as well as of individual committees and Members of MPA committees. Co-opted members of the Equal Opportunities and Diversity Board and Consultation Committee will be appointed.
