Roger Sylvester verdict: statement by Toby Harris, Chair of the MPA

72/03
03 October 2003

"The MPA extends its deepest condolences to the Sylvester family at this very difficult time.

"The verdict of unlawful killing vindicates the concerns expressed by the family over the years and the MPA would welcome further enquiries that may result from this verdict.

"The MPA has conducted a series of consultations into how deaths in police custody are investigated in London, looking at issues such as the suspension of officers, disciplinary procedures and how the Met has responded to concerns raised by the families of people who have died.

"The Authority realises that the whole area is highly emotive and has been actively involved for some time, including the controversial showing of the deaths in custody film 'Injustice' in July 2001 to widen the debate.

"The MPA's main concern is to ensure that procedures carried out following a death are transparent, open and fair, and that investigations are rigorous, speedy and effective. The MPA is aware that relatives of people who have died in custody need to know the circumstances surrounding that death and we will continue to work with those families. They must feel satisfied that all the facts have been brought out into the open and thoroughly examined."
