Dear Catherine,

Over the last few days, my Management Board and I have given careful consideration to the issue of performance pay bonuses and pay awards related to performance. My personal views on the subject – especially in respect of police officers and bonuses – has been well publicised. But give the imminent consideration of such matters, I thought it helpful to outline the view of my Management Board as well as ACPO and senior police staff, whose opinions I have sought.

In short, the view is that in light of the current financial climate, it would be wholly inappropriate and wrong to consider awards related to bonuses and performance in respect of the year just passed. This view has been expressed by all ACPO officers within the Met. The effect of this is that I intend to make no recommendations at all in relation to either the bonus scheme for ACPO officers or performance pay in respect of senior police staff. I have not yet formally discussed such a position with the representative organisations or trade unions. I hope that the Authority will respect the thinking behind this position for 2010/11.

All police officers and police staff are scheduled to benefit from the 3rd year of the 3 year pay settlement letter this year. My understanding is that this will be honoured. In view of this, I also expect to confirm incremental progress for Commanders who are not at the top of scale and eligible, and to recommend application of the same cost of living pay award, as it stands for police staff generally, to senior police staff whose pay will be up for consideration by Remuneration Committee shortly.
