Summary

This report invites the Committee to confirm appointments to the Sub-Committees.

A. Recommendation

That members are requested to:

  1. confirm the membership of the Resources and Productivity Sub-Committee as set out at paragraph 2 below and that the nominations of Faith Boardman its Chairman and Graham Speed as its Vice Chairman be ratified; and
  2. confirm the membership of the Estates Strategy Panel as set out at paragraph 5 below and that Graham Speed be appointed as its Chairman.

B. Supporting information

1. Members have requested that the Finance and Resource Committee should be supported by a single Sub Committee and have set up a member-led panel in connection with the estate strategy.

Resources and Productivity Sub-committee

2. At the Authority meeting on 29 October the membership was confirmed as:

  • John Biggs
  • Faith Boardman
  • Valerie Brasse
  • Graham Speed

3. The quorum is three members and the Sub-Committee will continue to meet once a month, usually two weeks ahead of the meeting of the Finance and Resources Committee.

4. At the meeting of the Sub-Committee held on 5 November Faith Boardman was nominated as Chairman and Graham Speed as Vice Chairman. The Committee is asked to ratify these appointments.

Estate Strategy Panel

5 This informal group was established by the Finance and Resources Committee at its meeting on 23 October 2008. The membership is as follows:

  • Graham Speed
  • John Biggs
  • Valerie Brasse
  • Dee Doocey

6. It is anticipated that the Panel will continue to meet monthly. Graham Speed is currently the Chairman.

Terms of reference

7. In the next cycle of meetings consideration will be give to examining the terms of reference of the Sub-Committee and the Panel in the light of experience since these bodies were first established in order to ensure that they continue to reflect member’s expectations.
