Estate Panel – 22 October 2009
2. The Panel met on 22 October and gave further consideration to the development of the communication and estate strategy. The next meeting of the Panel is on 19 November immediately following the meeting of the Finance and Resources Committee and it will consider the communications strategy which is being developed by consultants and which is due to be reported to the next meeting of this Committee.
Resources and Productivity Sub-committee – 5 November 2009
Draft borrowing and capital spending plan 2010/11 to 2016/17
3 This report (in slightly amended form) is on the agenda for the joint meeting with the Strategic and Operational Policing Committee to be held on 19 November. The Sub-Committee supported the recommendations.
Treasury Management –quarterly report
4. Members reviewed Treasury Management activity for the period 1 July 2009 to 30 September 2009. The information before members included a signed statement of assurance from the Acting Treasurer and Director of Finance. The revised income on investments budget for 2009/10 is £0.75M. and the actual income to date is £0.476M.
Monitoring of the MPS Language Programme
5. This was the first monitoring report on the Language programme which was the subject of a report to the Committee on 18 June 2009. Members were advised that the Programme is running on budget and on time. A further report will be submitted in six months time.
Developing Resource Management update
5. The Sub-Committee received a report which set out the achievements of the Developing resource management (DRM) programme. The DRM programme was established in July 2008, drawing together a number of key and strategically important workstrands. The aim of DRM is to develop resource management within the Service, improve governance of resources and as a result, achieve cashable savings to reinvest in frontline services. The report outlined the achievements of the DRM programme to date (example include Purchase to Pay, Strategic Procurement Plans and the Scheme of Delegation) and identified the new workstreams for inclusion in the second phase of DRM.
Update on the control of single tender actions
6. This report informed members of the number of requests for single tender actions. The report was requested following revisions to the approval levels and this first report covered the 6 month period to 30 September 2009. 86 requests for single tender action were considered by Procurement Services in this period of which 21 were declined. Further monitoring reports will be submitted on a quarterly basis.
