15. Declarations of interests

Richard Sumray stated that he had met one of the complainants involved in agenda item 6. He therefore withdrew from the meeting for this item.

A resolution was put to exclude the press and public from the meeting during the remaining agenda item as it would be likely to disclose exempt information as described in Part 1, Schedule 12A of the Local Government Act 1972 (as amended).

Resolved – That the press and public be excluded from the meeting during the remaining agenda items.

19. POLICE PENSIONS REGULATIONS 1987 - APPLICATION FOR A CERTIFICATE

It was agreed that an application should be made to the Home Secretary for a Certificate of Forfeiture.

20. POLICE REFORM ACT 2002 - COMPLAINT AGAINST ACPO OFFICERS

(Agenda item 6)

It was agreed that the complaints made by the wife of a serving officer should be recorded and should be referred to the IPCC with a request that the IPCC should determine that no investigation was necessary into any of the complaints and alternatively that the IPCC grant a dispensation to allow the MPA to take no further action.

In relation to the allegations of conduct matters made by a serving officer, it was agreed that certain allegations should be recorded as conduct matters, and that all other allegations should not be recorded or further investigated. In the case of the recorded conduct matters, it was agreed that they should be referred to the IPCC with a request for the IPCC to determine that no further investigation was necessary (apart from two allegations where a limited investigation appeared proportionate)

21. POLICE REFORM ACT 2002 - COMPLAINT AGAINST ACPO OFFICER

(Agenda item 7)

It was agreed that the complaint be recorded and no further action be taken to investigate the complaint.
