Estates strategic plan

Summary

The MPA/MPS Estates Strategic Plan was presented to the MPA in December 2006. A number of recommendations were made at that time which have now been included in the latest version of the Estates Strategic Plan.

A. Recommendations

That

  1. Members are asked to agree the revised Estates Strategic Plan and the revised Consultation and Communication Strategy and Plan.
  2. Members are asked to note the creation of the Estates Oversight Group in January 2007.

B. Supporting information

1. The MPA/MPS Estates Strategic Plan was presented to the MPA Full Authority in December 2006. At that meeting it was resolved that:

  1. The Estate Strategic Plan for the MPA/MPS estate be supported;
  2. The outline governance arrangements proposed for the Estate Strategic Plan and the associated Consultation and Communication Strategy and Plan be noted;
  3. The Consultation and Communication Strategies and Plans developed in support of the Estate Strategic Plan be approved; and
  4. The proposed Estate Strategic Plan and the associated Consultation and Communication Strategies and Plans be subject to regular review and update under the auspices of the MPS Estate Programme Board and the MPA Estate Oversight Group.

2. This paper introduces the latest version of the Estates Strategic Plan which is attached as Appendix 1 and Consultation and Communication document. The Estates Strategic Plan has been updated as at September 2007, particularly in regard to Borough related real estate strategies. The following amendments have also been made to include Members comments:

  • Reference to Equalities Impact Assessments (Section 1)
  • Reference to the Estates Oversight Group (Section 3)
  • Reference to the MPA/MPS Environmental Strategy (Section 4)

3. To address members comments in December 2006, regarding the importance of consultation and communication and the need for the MPS to engage with communities and Local Authorities, a public document “Property for Policing” which details the MPA/MPS Estates Strategy and its relevance to communities in London has been produced and circulated to MPA Members. Individual borough strategies have also been developed for use as a toolkit for Borough Commanders to use in liaison with their respective communities.

4. The public launch of “Property for Policing”, led by MPS Territorial Policing will take place in November.

5. Both the Estates Strategic Plan and Consultation and Communication Strategy and Plan are seen as “living documents” and will be updated on a regular basis.

C. Legal implications

There are none specific to this particular paper. Legal implications related to the roll out of the ESP will be reported in subsequent papers.

D. Environmental implications

Reference to the MPA/MPS Environmental Strategy is included in the Estates Strategic Plan. As part of ongoing estate strategies, the MPS seek to meet and exceed, where possible, environmental objectives and practice. Modernisation of the estate is seen as crucial in meeting the Mayor’s and GLA targets on environmental matters. Specific environmental implications relating to the roll out of the estate strategy will be reported in regard to specific property matters.

E. Race and equality impact

An Equality Impact Assessments will be undertaken for each strand of the Estates Strategic Plan. Consultation and Communication Strategies have been developed for specific projects/programmes relating to Borough based functions.

F. Financial implications

There are none specific to this particular paper. The revenue and capital implications related to the roll out of the Estates Strategic Plan will be reported in subsequent papers.
