Summary

This report outlines the requirements for the provision of a Systems Integrator for the implementation of replacement call-handling, communications and information services within the C3I project. The services of a system integrator are required to co-ordinate the activities relating to buildings, technology and change management until full transition to the new services has been completed.

A. Recommendations

  1. Members are asked to note the contents of this report.
  2. Members are asked to approve the request for tender action for a contract to provide Sytems Integration services to the C3I project.

B. Supporting information

1. A new contract needs to be set in place for the provision of a systems integrator. It is essential that the systems integrator is in place as soon as possible after the procurement strategy has been approved, as part of the Gateway process. The Gateway process has been introduced by the Office of Government Commerce (OGC) to ensure major government projects are successfully managed, progressed and concluded. The procurement strategy is due to be finalised in the autumn of this year.

2. The System Integrator will be responsible for implementing disciplines in such areas as project management and planning, systems engineering, systems integration, process re-engineering, risk management, configuration management, schedule management, management reporting, and transition co-ordination. These are specialist skills which are not available in-house.

3. The contract will be let in discrete packages, which will be scoped and costed as the need arises over the life of the contract. The provider of the services will be selected from specialist companies who are able to provide the appropriate skilled personnel for the full range of disciplines identified.

4. The requirement will exceed the EC threshold of £144,456 for the provision of services. In order to meet the tight timescales, an advertisement must be placed in the official journal in July to seek expressions of interest. An invitation to tender will be issued in due course. Any companies invited to tender will be advised that there can be no award of contract unless the Gateway reviews have been completed. The tight timescales have arisen following the decision made in February this year not to proceed with the PFI tender exercise. MPA authority to proceed with a different option for delivery of the C3i Service was subsequently given in May.

Financial details of the contract for the provision of systems integration services are contained in a separate 'exempt report', to be considered at this meeting.
