Procurement of a forensic case management system

Summary

Approval is sought to place a Notice in the Official Journal of the European Communities inviting expressions of interest in the provision and ongoing support of a forensic case management system as part of the Information Strategy Programme.

A. Recommendation

That the publication of a contract note for procurement relating to the proposed MPS Forensic Case Management System (Project name METAFOR) be approved.

B. Supporting information

1. The Information Strategy Programme Procurement Procedure calls for the publication of a contract note in the Official Journal of the European Communities (OJEC). This will allow the MPS to get best value from the Forensic Case Management System procurement.

2. As part of the MPS’ Information Strategy Programme (ISP), a feasibility study for a Forensic Case Management System was completed in October 2002. IMSG approval was sought and obtained to undertake a detailed requirements analysis, now due for completion in May 2003.

3. Following publication of the contract note & approval of the requirements analysis, a procurement procedure consistent with MPS standards and EU Procurement Law will be followed to identify a preferred solution. The DoI will then seek MPA approval for contract award via this committee.

4. The METAFOR project will support the Forensic Services Directorate to deliver an improved service to both Volume Crime and Serious Crime by:

  • Improving the management of forensic budgets at a local level, an essential part of the MPS budget devolution project. This includes the management of the FSS annual budget, currently £33 million.
  • Yielding greater efficiencies and effectiveness for both Volume Crime and Serious Crime Group. For example, extended crime scene examinations and a reduction in the time spent locating exhibits and chasing submissions.
  • Enabling the consistent tracking and location of exhibits through the judicial process, ensuring timely delivery and analysis.
  • Introducing mobile computers to greatly reduce the amount of form filling and manual re-keying of data into submission forms and supporting systems.
  • Supporting the MPS initiative to have a crime scene examiner attending burglaries in a 4 hour response time.

5. Following completion of the agreed procedure it is anticipated that an award of contract will be made by 31 January 2004.

D. Financial implications

1. The METAFOR Project will be funded from within existing DoI budget allocations . Financial details of the contract are contained in the linked exempt report.

2. This report is concerned only with the approval of the publication of the contract note in the OJEC.
