Summary

This report describes a formal tendering exercise for the supply and installation of furniture (supported by the provision of move management and space planning services) and makes a recommendation for the award of the contract.

A. Recommendation

  1. Members are asked to approve the award of the contract as detailed in the linked exempt report for a period of 5 years from 1 January 2004 with a review at the end of years 3 and 4.

B. Supporting information

Introduction

1. As part of the overall replacement of the Carillion contract (which ceases 31 December 2003) MPA approval was obtained on 10 April 2003 for tender action for a contract for the supply and installation of furniture and ancillary services.

2. The works encompass the planning, managing and implementation of internal moves; the provision of detailed furniture layouts; the moving, re-deployment and disposal of existing furniture; the supply delivery and installation of new furniture.

3. An OJEC advertisement was placed which produced 49 expressions of interest. Five companies were invited to tender the work. Two companies were short-listed for second stage evaluation. These were asked to provide sample furniture for final appraisal. In addition, interviews were then held to clarify outstanding issues. The decision to recommend the company named in the linked exempt report was unanimous.

C. Equality and diversity implications

1. The employment practices of the supplier recommended comply fully with MPA requirements with respect to equality and diversity and ensure, as far as is practicably possible, that their furniture sub-contractors conduct themselves in a similar manner.

2. The specification of furniture to be supplied covers provision of appropriate furniture for those with disabilities.

D. Financial implications

  1. The current annual spend, excluding Capital Requirements comprises:
    • moves, removals, deliveries, disposals and crate hire,
    • non-capital purchase of furniture (i.e. goods held in store)
    • dissagregated furniture spend,
    • in-house space planning facilities
    • for capital spend, an allowance should be made per standard work station. Details are provided in the linked exempt report.

Legal implications

1. None are expected beyond the direct contract to be awarded.
