Summary

This report proposes the acquisition of a freehold development at Stratford to meet the accommodation requirements of the Serious Crime Directorate (SCD) 5 and alleviate pressure on both Newham and Enfield Borough Operational Command Units (BOCU).

A. Recommendation

Members are asked to:

1. to provide delegated authority to the Clerk and Director Of Property Services to negotiate the freehold acquisition of premises in Stratford detailed in the linked exempt report;

2. to approve estimated expenditure for contract works and professional fees in connection with the fit out works of these premises.

B. Supporting information

1. The urgent requirement for SCD 5 to locate to a strategic East London site arises from the inadequacy of existing accommodation, a lack of expansion opportunities, and the drive to obtain efficiency through co-location.

2. Stratford is a preferred location due to its good transport links, proximity to local services such as the Crown Prosecution Service, and its strategic position close to the three Boroughs served by the Child Protection Unit.

3. The accommodation vacated will in each instance be utilised by the respective BOCU to meet accommodation shortages. The centralisation of SCD5 in a modern facility will meet recommendations laid down in the Laming report and improve service levels.
